Schedule.charge_vehicles_during_core_standing_time()

Charge vehicles during core standing time.

1. In case no energy was allocated for vehicles in this timestep, only those vehicles get to charge that are expected not to meet their goal at the end of the core standing time. In this case the schedule is ignored in favor of fully charged vehicles.

2. If the schedule provides enough energy to charge vehicles, vehicles are charged as balanced as possible with a higher priority on meeting the schedule requirements.
